National Consortium for Health Systems Development

A project of Health & Disability Advocates

ABOUT US

The National Consortium for Health Systems Development (NCHSD) provides flexible, state-tailored technical assistance and consulting services to states that are developing comprehensive disability and employment service systems for people with disabilities who want to work. NCHSD facilitates state-to-state information sharing through an extensive network of policy stakeholders including people with disabilities, providers, state agencies, research institutes, advocates and businesses.

NCHSD partner states have received Medicaid Infrastructure Grants (MIGs) from the Centers for Medicare and Medicaid Services (CMS). The MIG program funds the development of sustainable state infrastructure to support competitive employment for people with disabilities.

NCHSD is a project of Health & Disability Advocates (HDA). Learn about our experienced policy and research team here. Learn more about our website by visiting our Site Index.

THE TECHNICAL ASSISTANCE PACKAGE
NCHSD offers flexible, state-tailored technical assistance to meet the needs of Medicaid Infrastructure Grants by providing:

Teleconferences, workshops, and site visits - A variety of state-to-state information sharing forums are available to address structural, policy, and political barriers to systems change. Find information about our annual conferences here.

Topical teleconferences - Talk to a network of policy makers, consumers, employers, professionals and others about issues related to disability and employment. Learn more here.

Specialized consulting - NCHSD staff can provide one-on-one direct support for your project efforts – whether it’s enhancing personal assistance services programs, developing cost estimates, monitoring program performance, or meeting grant eligibility and reporting requirements.

Comprehensive technical assistance website - NCHSD.org is the most comprehensive disability and employment site on the web today. A great place to start exploring is the Resource Exchange, with important news items and events, featured technical assistance products, and links to much more.

e-Newsletters - Our monthly update offers highlights of state activities, innovative practices, federal and state legislative initiatives, and topics from our readers. Access the e-News archive.

Learning and planning tools - States working to remove employment barriers have lots of materials to share, including best practices for examining existing state policies and programs. View these tools in our online Library of more than 500 documents related to disability and employment.

Regional coalition building - Many policymakers and advocates in regions of the country have a history of working together, such as the Northeast, the Midwest, the Mid-Atlantic, the South and the Northwest. NCHSD can help facilitate states with similar politics, geography, history and relationships to build regional support network for the “how-to” of improving work incentives.
