Abstract: More than 100 participants from 32 states, together with representatives from CMS and the Social Security Administration, attended the NCHSD annual Fall MIG Conference September 19-20, in Chicago. Attendees benefited from the expertise of more than 20 state and federal presenters and enjoyed informal networking opportunities at a poster and outreach video session and a hosted reception. The keynote speaker was author Dr. Ruby Payne, who spoke about the connection between poverty and disability, and how poverty impacts employment outcomes.

Abstract: Becky Banks of Indiana and Barbara Otto of NCHSD/HDA delivered this presentation at the 2007 NCHSD Fall Conference session entitled, Building a Sustainable System for Benefits Planning: Ingredients for Success. Participants discussed how to prepare and plan for building the capacity of the benefits planning/benefits counseling service; the critical components of a work incentives service delivery system; and strategies states are using successfully. Presenters: Becky Banks and Barbara Otto. Susan Suter, Associate Commissioner Social Security Administration (SSA), was on hand to offer comment.

Ruby Payne Keynote Address: A Framework for Understanding Poverty

Abstract: This presentation was delivered at the 2007 NCHSD Fall Conference Opening Session and Keynote Address: A Framework for Understanding Poverty. Noted expert and author Dr. Ruby Payne discussed the principles found in her ground-breaking book A Framework for Understanding Poverty, and how they can be applied to planning, programs and services that support working people with disabilities. Participants learned why the "hidden rules" of poverty and social class contribute to poor employment outcomes, and explored ways to work with providers and businesses to develop employment and disability policies and practices that can overcome the causes and effects of generational poverty.

Program Evaluation: The Delicate Balance Between Rigor and Reality

Abstract: This presentation was delivered at the 2007 NCHSD Fall Conference session, MIG Evaluation Strategies and Experiences. This working session featured the Connecticut evaluation team leading a discussion about what evaluation tools and methodologies can be used to address the unique evaluation needs of Medicaid Infrastructure Grants, with special consideration given to what works best when you have limited staff, time and resources. Participants helped develop an evaluation planning tool that incorporates lessons learned in the session.

Abstract: This is an extensive report identifying best practices in integrated or supported employment for people with disabilities, discussing the factors that help states achieve better employment outcomes for people with disabilities, and recommending policy and program changes for Wisconsin to improve participation and outcomes in supported employment. The report was written by Lisa Mills of Moving to a Different Drum, under contract to the Wisconsin MIG. Dr. Mills presented the paper at the 2007 NCHSD Fall Conference session, Systems Change and Supported Employment-A Complicated Web.

Two state MIG staff led a discussion of states' latest efforts to enhance self-employment as a viable competitive employment opportunity for people with disabilities. Richard Rainery, Alaska MIG project manager, described self-employment initiatives the state is pursuing through STARTUp-Alaska, which provides customized self-employment services and is creating a business incubator, with both physical and virtual resources, for people with disabilities.
